An attempt to force a referendum on Rehoboth Beach's recently passed zoning ordinance appears to have come up short. The 43 petitions seeking a referendum will not be officially certified by City Manager Sharon Lynn until Wednesday, Sept. 9, but an unofficial count showed 391 signatures were certified, just short of the 402-signature threshold that would have forced the city commissioners to repeal the ordinance ...
