The Rehoboth Beach commissioners have mapped out the first major piece of the city's $52.5 million ocean outfall project. At the commissioners Jan. 15 meeting, Mayor Sam Cooper laid out the route the pipe will take to carry treated effluent from the city's wastewater treatment plant to the disposal site 6,000 feet off Deauville Beach.
