A bill repealing the death penalty in Delaware failed in the House by a vote of 16 to 23, Thursday, Jan. 28. Senate Bill 40 was introduced nearly a year ago, in March, by Sen. Karen Peterson, D-Stanton, and it would have ended capital punishment in Delaware, except for the 14 inmates already convicted and sentenced to death row.
