Rehoboth Beach police have arrested a Pennsylvania woman for shoplifting merchandise from Sierra Moon Surf Shop on Rehoboth Avenue. Around 3:30 p.m., Oct. 3, police responded to a complaint that Sandra James, 50, of Annville, Pa., was seen taking merchandise and putting it in a bag.
