Delaware prosecutors have filed new charges against a Milford man for his role in the 2013 carjacking and kidnapping of Margaret Smith, who was held in the trunk of her car for two days before she was released. Rondaiges Harper, 22, has been charged with unlawful imprisonment of the elderly Slaughter Beach woman and conspiracy.
