Gov. Jack Markell signed legislation into law June 18 that decriminalizes possession of small amounts of marijuana for Delaware adults. House Bill 39 cleared the Senate down party lines earlier in the day. The bill removes criminal penalties and potential jail time and replaces them with a civil fine similar to a traffic ticket.
