Delaware Impacted by Food Recall, Public Health Advising Consumer Caution
The Delaware Division of Public Health (DPH) is advising Delawareans of a voluntary recall of certain House-Autry biscuit and cornbread mixes that were shipped to Food Lion and Harris Teeter grocery stores in all three counties. House-Autry Mills, Inc. is voluntarily recalling limited quantities of House-Autry Buttermilk Cornbread Mix, House-Autry Buttermilk Biscuit Mix, and House-Autry Cheese Biscuit Mix as a precaution because one of the company's third-party ingredient suppliers, Franklin Farms, had purchased milk powder from Valley Milk Products, Inc. This milk powder is potentially contaminated with Salmonella. At this time, there are no illnesses associated with these products in Delaware. Out of an abundance of caution, DPH is encouraging consumers to check their pantries for these products, and to discard or return them to the store where they were purchased.

DNREC's Division of Energy & Climate is expanding its popular Clean Vehicle Rebate program to include rebates for bi-fuel vehicles – propane or natural gas powered vehicles that also run on either gasoline or diesel. Delaware drivers will be eligible for a $1,350 rebate on bi-fuel vehicles purchased on or after Jan. 1, 2017.

Delaware State Parks launches new Children in Nature initiative with monthly outdoor themes
In an effort to encourage more Delaware children to enjoy the outdoors and outdoor-related activity year-round, the Delaware Children in Nature Coalition, of which DNREC is a member, will highlight an "Outdoor Theme of the Month" beginning in January 2017. Using the Delaware Children in Nature Outdoor Bill of Rights as a template, an "Outdoor Right," or theme, will be selected each month.

Office of Animal Welfare Offers New Senior Citizen Discounts, Rolling Renewals for Dog Licenses
The Division of Public Health (DPH) Office of Animal Welfare (OAW) is announcing several changes to dog licensing for 2017 that will benefit Delaware residents. Senior citizens (65+) who own dogs will now be offered a reduced rate for dogs that have been spayed or neutered. The rate is $7 annually, a 30 percent reduction on the regular price of $10 for spayed or neutered dogs. Licenses for unaltered dogs remain $15 per year for all applicants. License terms have also changed for the better. Licenses are now valid for one year from date of purchase, and no longer based on calendar year. This means no matter when the license is purchased, it will be valid for 12 months. Two and three-year licenses are also available.

DNREC reminds Delawareans to make the holiday season another recycling season
DOVER – From Thanksgiving through New Year's Day, Americans throw away 25 percent more trash than at any other time of year. Boxes, wrappings, packaging and party goods add tons of extra garbage to Delaware's landfills. When deposited in a landfill, a Christmas tree can take up as much space as a washing machine. Thus DNREC reminds Delawareans that holiday time is the right time to reduce your "waste-line" while helping the environment – by recycling your Christmas tree along with all those extra mail order boxes, gift-wrapped packages, tags and cards.

Brandywine Zoo?s tiger to be transferred to Bronx Zoo
The Brandywine Zoo's Amur tiger, Zhanna, is scheduled to be transferred to the Wildlife Conservation Society's Bronx Zoo in New York early in January 2017, according to DNREC's Division of Parks & Recreation in partnership with zoo officials and the Delaware Zoological Society. The relocation is prompted by the Association of Zoos and Aquarium's Species Survival Plan – a robust and scientific endeavor to manage the genetic diversity of captive species. Zhanna's genetic profile and age make her a good candidate for breeding and consequently, for transfer to a zoo with a successful tiger breeding program.

Escaping to Warmer Climates for the Holidays? Zika Is Still a Threat
Many people like to plan getaways to warmer climates during the holidays to escape the chilly northeast coast weather. If you're one of them, the Division of Public Health (DPH) reminds you that Zika is still active in many south and central American countries, southeast Florida and even Southeast Asia. Since there is no vaccine for Zika virus yet, stopping a mosquito bite, and practicing safer sex if you are involved with someone who could be exposed, is still the best protection against the disease. DPH confirmed last week that Delaware Zika cases are now at 17. The most recently announced case involves a female resident of Sussex County, for whom pregnancy is not at issue.

Ash tree-killing insect confirmed in Delaware
A destructive, invasive beetle that kills ash trees, the emerald ash borer (EAB), has been confirmed in Delaware, making it the 28th state to have found the insect. The statewide impact is expected to be minimal, as ash trees make up only around two percent of Delaware's tree stock and the state has been preparing for more than a decade. Delaware Public Health Urges Residents to Take Additional Prevention Measures in Extreme Heat
While temperatures will again climb into the 90s this weekend, heat indexes ('feels-like' temperatures) are predicted to soar to over 100 degrees. With the National Weather Service's Excessive Heat Warning continuing through 9 pm. Sunday for New Castle County, the Division of Public Health (DPH) is urging residents statewide to take precautions and preventive measures in the extreme heat conditions. Hot weather can cause heat exhaustion, heat stroke, and severe respiratory conditions, which can be fatal.

DNREC Division of Fish & Wildlife announces 2016/17 Sunday deer hunting dates; now seeks public comment on state wildlife area Sunday deer hunting locations, times
With a recent change in Delaware law, deer hunting is allowed on five specified Sundays on private lands and on designated public lands beginning with the 2016/2017 hunting season, DNREC's Division of Fish & Wildlife announced today. Sunday deer hunting dates for the upcoming season will be Oct. 9, Nov. 13 and 20, Dec. 11 this year, and Jan. 15, 2017.

Downtown Development Districts (DDD) Program Expands
Governor Jack Markell on Wednesday announced a statewide expansion of Delaware's Downtown Development Districts program, significantly building on the state's efforts to redevelop Delaware's commercial business districts and drive private investment in towns and cities. Five new Downtown Development Districts were officially designated in Smyrna, Harrington, Milford, Georgetown and Laurel. Investors who make qualified improvements to residential, commercial, or industrial properties in those districts now may qualify for state and local development incentives, including 20 percent state grant rebates.

The state has addedd 48 acres of pristine woodlands along a tributary of the Nanticoke River in Sussex County to the Nanticoke Wildlife Area. The property features increasingly rare stands of Atlantic white cedar trees and an abundance of native wildlife, including some species of conservation concern.

DNREC files another Clean Air Act petition with EPA to reduce upwind-sourced pollution emissions, this time targeting coal-fired West Virginia power plant
DOVER (Aug. 9, 2016) – Delaware has again taken action to reduce air quality and public health impacts from upwind sources through a DNREC petition asking the U.S. Environmental Protection Agency to find that the Harrison Power Station near Haywood, W. Va., with its three large coal-fired electric generating units, is emitting air pollutants in violation of the federal Clean Air Act (CAA) and National Ambient Air Quality Standard (NAAQS) for harmful ozone.

Today, Governor Markell issued the following statement following announcement of the PJM Interconnection Board's decision to suspend further action or construction of the Artificial Island project pending a comprehensive review: "I want to commend the PJM board for its decision to suspend further action on the Artificial Island project pending further review. This decision is one that the State of Delaware welcomes. The project as it was proposed would have placed an unjust burden on the state, resulting in higher electric rates for our consumers and businesses. I hope that upon further review, a more equitable solution can be identified."

Statements on Chemours Decision to Make Wilmington Permanent Home

Division of Public Health Announces New Zika Transmission Guidelines and Delaware Cases
Today, the Delaware Division of Public Health (DPH) updated its guidelines for sexual transmission of the Zika virus following the Centers for Disease Control and Prevention (CDC) announcement of the first reported case of female to male sexual transmission in New York. DPH is also announcing two new travel-related cases in Delaware. A Sussex County woman, and a New Castle County man tested positive for the Zika virus, bringing the total number of cases in Delaware to 10. All of the Zika positive test results are due to a mosquito bite while traveling abroad and none involve a pregnancy. Both individuals were tested within the last few weeks.

LAUREL (July 26, 2016) – The Nanticoke Watershed Alliance (NWA) in partnership with DNREC's Division of Watershed Stewardship invites the public to join in celebration of the Nanticoke River and learn more about its current health and water quality issues at the annual Nanticoke Wade-In. Delaware wildfire crew headed to Rocky Mountains
The Delaware Forest Service is sending a 20-person team of wildland firefighters to the Rocky Mountain region for a scheduled two-week assignment to battle wildfires for the National Interagency Fire Center. The crew departed Blackbird State Forest this morning and is headed to Denver, Colorado to be "pre-positioned" for a specific assignment.

DOVER (July 22, 2016) – Final amendments to Delaware's Regulations Governing Beach Protection and the Use of Beaches – that implement legislative changes to the state's Beach Preservation Act and clarify and codify the process for construction to help preserve the state's fragile dune and beach system – will go into effect Aug. 11. Division of Public Health Releases Latest Cancer Incidence and Mortality Report
Cancer screening and early detection have contributed to a continuing decline in Delaware's all-site cancer mortality rate over the past decade say Delaware Public Health officials. From 1998-2002 to 2008-2012, Delaware's cancer death rate decreased 14 percent, an improvement that was identical to the decline seen nationally (14 percent), according to the latest cancer data announced by the Division of Public Health (DPH).

Governor Signs Legislation Expanding Access to the Ballot Box, Builds on Record of Criminal Justice Reform
Today, at the Achievement Center in Wilmington, Governor Markell signed legislation that removes the financial bar to restoring voting rights for people convicted of felonies who have completed their sentence. The legislation, shepherded through the General Assembly by Senator Margaret Rose Henry (D-Wilmington East) and Representative Helene Keeley (D-Wilmington South), will make Delaware one of 40 states that have increased access to the ballot box in recent years and will prevent an individual from being unable to participate in our democracy because of their inability to pay.

Governor Signs Legislation that Supports Delaware Entrepreneurs, Builds on Record-Setting Job Growth
Today at the coworking space The Mill in downtown Wilmington Governor Markell signed legislation that will give entrepreneurs across Delaware increased opportunities to access capital to grow their businesses. Sponsored by Representative Bryon Short (D-Highland Woods) and Senator Brian Bushweller (D-Dover), HB 327 permits the use of online crowdfunding platforms and allows Delaware residents to be investors in Delaware start-ups and small businesses, expanding the potential pool of investment capital while also giving Delawareans the chance to be early stage investors in these ventures. DPH Encourages Everyone to Know Your HIV Status ? ?It?s Empowering?
The Division of Public Health (DPH) is encouraging Delawareans aged 13 to 64 that have not already done so to get a human immunodeficiency virus (HIV) test. Although more than 3,500 people are known to be living with HIV in Delaware, one in ten of those infected don't know they have the disease. That means that 400 people in Delaware may be infected but are unaware, posing a risk not only to their own health, but also to the health of others as well.

All of the Zika positive test results are due to a mosquito bite while traveling abroad and none involve a pregnancy. Both men were tested in June following recent travel. Zika is spread primarily through mosquito bite but can also be sexually transmitted from male to female or passed from mother to fetus during pregnancy.

Governor Signs Bill Closing Gun Background Check Loophole
Building on the state's efforts to implement responsible gun safety laws, Governor Markell today signed legislation to close a loophole that allows people to purchase firearms without passing a background check. House Bill 325, which received final approval from the General Assembly Wednesday, extends from three to 25 days the amount of time for a background check to be completed before a gun buyer may complete his or her purchase. It will not affect the vast majority of purchases since more than 91 percent of background checks are completed within minutes or, at most, hours.

Delaware Forest Service awards volunteer fire grants
The Delaware Forest Service (DFS) has awarded $22,000 in grants to eight volunteer fire companies to purchase equipment to fight wildfires and improve their wildfire readiness and capabilities. In the past 10 years, the DFS has provided 122 grants totaling more than $288,000 to volunteer fire companies through its Volunteer Fire Assistance Grant Program, funded by the U.S. Forest Service.

Beehives set up at Blackbird Forest Education Center
State officials hope a new addition at the Blackbird Forest Education Center in Townsend will become a "hive of activity" as its occupants get "busy as bees" teaching visitors about the natural environment, the valuable role bees play in crop pollination and honey production, and how forests and flowering tree species can contribute to bee health and well-being.
