Lewes WWTP, fully operational, ends discharge of partially-treated effluent into Lewes-Rehoboth Canal, Delaware Bay

DOVER – The Department of Natural Resources and Environmental Control was informed today by Tidewater Utilities, Inc. that the Lewes wastewater treatment plant was back online and had resumed normal treatment of effluent following a Dec. 18 system malfunction at the plant. Tidewater Utilities informed DNREC Saturday evening that treatment membranes contaminated during an automated backwashing process which caused the malfunction had been replaced, ending the plant's system bypass operation that discharged partially-treated effluent for nine days into the Lewes-Rehoboth Canal and the lower Delaware Bay. Installation today of the new and highly-effective treatment membranes by Tidewater Utilities enabled the Lewes WWTP to treat incoming flow as normal and discontinue bypass pumping. During the bypass operation, DNREC staff was onsite at the plant directing Tidewater Utilities' sampling of the partially-treated effluent for bacteria levels and monitoring the sampling for possible health risks.

The Department of Natural Resources and Environmental Control continues to monitor the Lewes wastewater treatment plant's discharge of partially-treated effluent into the Lewes-Rehoboth Canal and the lower Delaware Bay due to a system malfunction at the plant that occurred Dec. 18. DNREC also continues to work with the facility and its owner, Tidewater Utilities, Inc., to help expedite the work of repairing the system currently operating on a bypass situation and restoring full treatment to the Lewes WTTP's effluent discharge.

DNREC raises public awareness of Lewes WTTP effluent bypass discharge, closes Delaware Bay shellfish harvest areas

DOVER – The Department of Natural Resources and Environmental Control was notified Wednesday, Dec. 18 of equipment malfunctions at the Lewes wastewater treatment plant (WWTP) that the facility operator, Tidewater Inc., was working to correct. Due to the nature of the affected equipment, the malfunction could not be expeditiously resolved, which required the Lewes WWTP to begin bypassing stages of its treatment, and begin discharging partially-treated wastewater effluent from the facility the evening of Thursday, Dec. 19.

Preparation and planning key to navigating product recalls

About 1 in 6 Americans gets sick every year from foodborne illnesses. Under the Food Safety Modernization Act (FSMA), FDA and the USDA work closely to trace the cause and origin of these illnesses. Traceability is key so the origin is quickly detected, and a recall enacted, preventing others from becoming ill. Preparation and planning are necessary for produce growers and businesses in the supply chain to successfully navigate a product recall. The Delaware Department of Agriculture's Produce Safety Program will present the United Fresh Recall Ready Workshop on January 22, 2020 at Dover Downs from 8 a.m. to 5 p.m.

DNREC, Mountaire Farms of Delaware, Inc. enter into agreements on violations at Mountaire poultry processing facilities

The Department of Natural Resources and Environmental Control signed an agreement with Mountaire Farms of Delaware, Inc. Dec. 13 to resolve spray irrigation and land application permit violations cited by DNREC in a Nov. 2, 2017 Notice of Violation (NOV). DNREC first took action against Mountaire for these violations via the filing of a complaint in Delaware Superior Court against Mountaire in June 2018. The complaint was stayed by Superior Court pending resolution of a parallel action in Federal Court. To formalize ongoing and required corrective actions resulting from the September 2017 wastewater treatment plan failure, DNREC and Mountaire have finalized an agreement based on the consent decree proposed in June 2018. The agreement includes three major components – mitigation, environmentally-beneficial offset, and an administrative penalty and costs. Mountaire is required to mitigate damage to the environment through short-term and long-term corrective measures. In the short term, Mountaire must continue the interim corrective measures required by DNREC that have been ongoing since October 2017. Mountaire must also make long-term system upgrades to the plant, including the requirement for environmental mitigation through the relocation of Mountaire's production wells within the spray fields to establish a pump and treat system.

DNREC reopens wooded areas of Alapocas Run State Park without further sighting of black bear seen earlier in park

WILMINGTON – DNREC's Division of Parks & Recreation has re-opened Alapocas Run State Park in Wilmington, which was closed Dec. 5 due to the sighting of a black bear in the park that has been reportedly moving around northern New Castle County this week. After the park's temporary closure, DNREC's Fish & Wildlife Natural Resources Police, with the assistance of Delaware State Police's aviation unit, conducted aerial searches of the Alapocas Run State Park and surrounding areas using infrared radar technology but did not detect the bear. Fish & Wildlife and State Parks Natural Resources Police officers also placed trail cameras overnight and conducted extensive patrols by foot throughout the park without further sightings.

The Delaware Forest Service is looking for motivated recruits to enroll in wildfire training classes starting in February at the Delaware Department of Agriculture, 2320 S. DuPont Highway, Camden, DE. There is no cost for training and no previous experience needed. On eve of Delaware’s shotgun deer hunting season, a reminder from DNREC Fish & Wildlife Natural Resources Police:

DOVER – DNREC's Fish & Wildlife Natural Resources Police remind the public that certain state-owned lands are closed to public access – including hunting. Anyone found accessing these sites is subject to trespassing and other charges. Other state-owned lands are designated as accessible to the public for recreational use, including hunting. Particularly, those state-owned properties closed to the public include numerous created wetland sites established by the Delaware Department of Transportation (DelDOT) to offset environmental impacts from transportation projects throughout the state. These created wetlands are protected properties closely monitored to evaluate how well they are becoming established and whether they meet environmental standards. Any damage to these sites as a result of trespassing or other activities – such as illegally erecting blinds or clearing vegetation for hunting, or using the sites for other outdoor recreation activities – may impact DelDOT's compliance with state and federal environmental permit requirements.

DNREC announces that Croda, Inc. can resume ethylene oxide production at company’s Atlas Point facility

Department of Natural Resources and Environmental Control Secretary Shawn M. Garvin announced today that the Department has granted approval to Croda, Inc. to resume ethylene oxide (EO) production at the company's Atlas Point facility. Croda received DNREC approval by fulfilling its obligations to improve safety at the facility through actions required by DNREC's accidental release program. DNREC issued its requirements after investigating the Nov. 25, 2018 accidental release of EO, the volatile chemical substance used in the manufacturing of Croda's products.

DNREC Division of Fish & Wildlife’s artificial reef program sinks retired cruise ship as addition to Redbird Reef

ATLANTIC OCEAN 38°40.600'N 74°43.300'W – DNREC's artificial reef program within the Division of Fish & Wildlife today enhanced the state's renowned artificial reef system by sinking a retired cruise ship on Delaware's Redbird Inshore Artificial Reef Site #11 located 16.5 nautical miles off Indian River Inlet. The newly-reefed ship, which cruised the Chesapeake Bay and coastal waters for more than 15 years, will provide angling opportunities and exciting dive trip possibilities on the Redbird Reef. Delaware's most diverse marine habitat as home to 997 retired New York City subway cars and a variety of vessels including decommissioned tugboats, trawlers, barges, and military armored vehicles. At 215 feet in length, the former cruise ship sunk today becomes the largest component of the Redbird Reef.

With shorter days ahead – especially after the Nov. 3 change from Daylight Savings Time back to Eastern Standard Time – DNREC's Division of Fish & Wildlife reminds Delaware motorists, including 9-to-5 workers driving home at dusk, to be alert for deer crossing roadways. National statistics show that at least half of all deer-vehicle collisions occur during the last three months of the year, with the highest number of deer struck on the roadways in late October through mid-November.

DNREC announces Blades Groundwater Site has been proposed for Superfund NPL listing by US EPA

DOVER – As a significant step toward environmental remediation of hazardous substances found within the Town of Blades in Sussex County, the U.S. Environmental Protection Agency (EPA) has proposed the Blades Groundwater Site to the Superfund National Priorities List (NPL), Department of Natural Resources and Environmental Control Secretary Shawn M. Garvin announced today. The NPL is EPA's list of priority sites where there have been releases of hazardous substances, pollutants or contaminants requiring evaluation for possible remediation. When the Blades Groundwater Site – which DNREC began treating with carbon filtration in 2018 to maintain safe use of the town's water supply – is listed to the NPL, it will be eligible for remedial action financed under the federal Superfund program. NPL eligibility will allow EPA to use Superfund authority and resources to help DNREC continue to investigate and remediate the contamination and protect human health and the environment in Blades.

DOVER – Numerous Delaware hunting seasons open in November, including the shotgun deer season from Friday, Nov. 15 through Sunday, Nov. 24, Sundays included, DNREC's Division of Fish & Wildlife announced today. Other popular hunting seasons opening in November include the second season split for ducks and the first season split for Canada goose, with many other hunting seasons also opening. During Delaware's five-month deer season, nearly 50 percent of the overall annual deer harvest typically occurs during the 10 days of the November shotgun season. DNREC Fish & Wildlife Natural Resources Police assist in search for missing windsurfer who was found safe on shore

DEWEY BEACH – DNREC Fish & Wildlife Natural Resources Police officers responded to a report from Dewey Beach seasonal police officers of an overdue windsurfer who went missing on Rehoboth Bay Thursday evening after embarking from Towers Road Bayside in Dewey Beach. The uninjured missing male windsurfer was located at 7:45 a.m. today at Bay City off Long Neck, and was subsequently transported to his vehicle by Fish & Wildlife Natural Resources Police officers. The windsurfer, who was outfitted with required safety equipment including a lifejacket and whistle, indicated to Fish & Wildlife Natural Resources Police that the sail disconnected from his board and could not be reset, and that his whistle was unheard while he was on the water, resulting in him floating for about six hours from his starting location to Bay City, where he was able to safely reach shore.

DPH Provides Update on Vaping-Related Lung Illnesses in Delaware

The Delaware Division of Public Health (DPH) continues to participate in a multi-state investigation into an outbreak of severe pulmonary disease reported across the country. As of today, 38 states, including Delaware, have reported cases of lung injury associated with use of e-cigarette products (e.g., devices, liquids, refill pods, and cartridges).

Department of Education to release millions of new records to open data portal

The Delaware Department of Education (DDOE) is releasing close to 10 million new data records to Delaware's Open Data Portal. The current DDOE education data sets will be replaced by 15 new sets covering both educator and student aggregate data spanning 2015-2019. This data release greatly expands the education data provided on the portal and is designed to allow for deeper and more comprehensive analysis.

Delaware tree seminar on Oct. 22 & 23 in Harrington

The Delaware Forest Service's urban and community forestry program will hold the 9th Annual Delaware Arborist and Tree Care Seminar on October 22 and 23, 2019 at the Delaware State Fairgrounds Exhibit Hall in Harrington. While targeted to tree care industry professionals, the event is open to the public and anyone who wants to create healthier communities through trees.  The cost is $100 for both days (includes lunch on the first day only and snacks).
